Deathadder 2013 world of tank eddition will not connect.

I recently bought a deathadder 2013, the world of tanks promo, and it lights up for the first 8 seconds of my computer turning on then goes dead. after i install the required driver it still says please connect an enabled device.

Im unsure what any of this means, I tried uninstalling and re-installing 9 times, I tried resetting my computer, I tried a combination of re-installing restarting and different usb ports.

I have no idea what else to do, if any one can help it would be appreciated.

make sure you use usb2.0 not usb3.0 for kb
