We need a little more information, do you want to run a program? if then you need to know how the blocking works. it could block every .exe that comes by. some only wont let you install programs, and you can use portable apps. please specify what you are trying to do.

The file is block by something called smoothwall. It appears to block most, if not all, .exe files from downloading. The file GPU-Z has been identified as a system tool.

I've notice that if these file are .7z or even .zip they most often get thru.

I've no control of this blocking process.

type https:// in front of the url. it works with alot of popular sites like youtube. like https://www.youtube.com. this works if they dont block https.
try to download ultrasuft to a usb stick and rename it to word.exe. and then run it.

I have setup smoothwall in many lab and production instances and I have never seen what you are explaining. Whoever set it up must have changed some settings that is blocking this.
