I have just made my first pc but I had a gaming pc before as I bought one off of ebay long story short it doesn't run as well as my old pc but all of the components are an upgrade.
Components:
CPU: FX-8350
MOBO: Asus crosshair v formula z
GPU: Sapphire r9 290x
RAM: Corsair vengeance black pro series 2x8gb 2133mhz

I also have downloaded all of the latest drivers from the websites.
Any help would be much appreciated and thanks for taking the time to read :)

i'm not a expert, but i would try to re-connect all the wires make sure evrything is in its right place, then wipe the hardrive and re-install windows. I would also advice you to not buy used parts.. you never know what the old owner did to them, but try to do what i said, if that doesent work.. look closer to each of the parts and discover the error.

we need more information to help you. what did you have before? what did you reuse from your old in your new computer? did you reformat/reinstall windows for your new computer? what version of windows were you using? what version are you using now? in exactly what ways is your new computer slower than your old one?

Yeah, it sucks, I know. But it's a simple fact no one can honestly deny, for gaming, even the 8350 has trouble matching a three generation old i5 2500k, especially if you OC'ed the 2500k to 4.5ghz.

Sorry to be a pain but could you recommend me a good motherboard and CPU with a £250 budget thanks in advance. :)

I'd go for an I5 4670 K and a mid range Z97 board for that price range (I personally prefer Asus) but any of the biggies.

Honestly, you already have it in that 2500k. If you want a little more, look for a used 2600k, 2700k, or if that Gigabyte motherboard you have is a Z68 chipset board, upgrade it to Ivy Bridge BIOs and look for a 3770k.

Did you set the SSD to AHCI mode before you installed windows?
You can check in bios.
If it is running in IDE mode, do the registry modification and set it to AHCI.

For gaming you should just stick with the 2500k until next year when Skylake comes out. It's just speculation on my part but I think we will get a good performance leap then.

Bet we don't. I'm willing to bet it won't be no different than Sandy Bridge to Ivy Bridge to Haswell. Skylake may actually be 20% better than Sandy Bridge, sad that it will take 3 generations to achieve that for people looking to buy, great for people that still have 2500k and 2600k CPUs (I just sold my 2600k only because of the very good deal I got on a 2nd 3930k).

I'm still gaming on an i7 930 @ 4.3gig and it does so effortlessly, after 5 years with this rig I still have no urge to upgrade it apart from the odd graphics card once a year.

What Tatty says,

Intel chips have ages very well and is the reason why I have jumped from AMD to Intel.

I would imagine you could get another 2 years easy from your cpu. However if you really want to upgrade then I would say I5 is your friend

there is somthing else wrong with his system. i played the game with 8320 & 7970 and win7 w/o problems. havent noticed low fps anywhere in game.
game use unreal 3 engine. it shouldnt be problem even for apu/i3

@op
check game forums for low performance issues under win8.
can you give more details about low fps.
when it happens. when you are running arround or when there are a lot of ppl around (users not npcs/mobs)
are you sure that issues you have are low fps or it could be cause of lag/spikes
game have build in fps monitor. do you use it and what values you have seen from it.
do you have same problem with other games

ps i now remembered i had a problem with delayed load of npcs/mobs on screen but this is cause of connection/server load rather then vga/cpu side.

Would be worth checking that AHCI is enabled for the SSD, and also worth checking that the windows update for Core Parking is installed. It doesn't download and install automatically, and must be manually done:
http://support.microsoft.com/kb/2645594

Also sounds silly, but make sure you video output is coming out of the GPU and not the onboard motherboard output!

Also, check in the BIOS that the PCI-E slot the GPU is plugged into is running at x16.

Also also, check that AV isn't running on the same disk the game is running off of. AV scans kill drive performance.

Also also also, ensure the SSD is plugged into the motherboard SATA 6Gbps port, and not the ASMedia SATA 6Gbps port.

you need to read before you post templated answers :D

Clearly I'm far too used to intel related hardware  the real crime is I have a second 990FX system!

as someone who moved from AMD to intel, let me just clarify this

an i3, or an AMD CPU will run the games well enough. i was happy with my 1090T at 3.6GHz.

i got an i5 at 3.1GHz dirt cheap, and then tested it with the same games. it blew the 1090T out of the water. you might get 40FPS on AMD and 60 on intel, but it doesnt mean it wont run on the AMD.

its not like we're saying its unplayable - its just SLOWER. games care about per thread performance, and his previous CPU was simply faster at that.

well game is unreal 3. you shouldnt be able to notice performance difference between 2500k and 8350 unless you are looking at fps meter.
i have run game on athlon 2 240 with 4850 and it was running fine on mid settings.
i know intel cpus are faster. just this shouldnt be game you can notice difference w/o fps meter

Tera uses only two cores, and in games using only 1 or 2 cores even older Intels easily beat 6 and 8 core AMD chips.

So the rule of thumb is, if you play a lot of older or dual or less core games, do not use an AMD chip, unless they are games that are older games that aren't CPU hungry at all.

The blame for this I feel should be shared by both AMD and anyone still making resource intense games with 2 or less core support.

Benchmark Scores Nyooom.

Supreme commander: Forged alliance ran 17 threads. the AI thread would max out on older systems, and cause severe lag in multiplayer games.

Not everything can be split to multiple threads, DX11 helps spread the graphics out over it, but the best performing multithreaded games also dont have a lot going on, except visually.
