Bandwidth Limit

Hey guys, I have a Netgear WNDR3700v1 and I was wondering if it was possible for this router to limit bandwidth to certain devices connected to it? It has a QoS Policy but nothing I see that can limit bandwidth to certain devices. If it doesn't have an option on the router, can I still do it through any other options?

I have a 3700v3. I have not found out how. Even with ddwrt, I need to use some linux script I can't get working.

I bought a TP-Link Archer C7 v2 but have no opened it yet, because I might get a different router. I am looking at the AC68 or R7000, which one is better for bandwidth control?
