If you had that problem before you have 2 options. Take the mobo out of the case with psu, keyboard, mouse, hdd/ssd, optical drive. Put mobo on elevated cardboard box non conductive and reseat that video card and all connections.

Ive seen ram stop a machine from booting aswell.

Othwerise option 2 is replace the motherboard

Ensure the video cable from the monitor is plugged into the vid card

i'll do that tomorrow, but most likely i guess it's the board, too old + an oem board, it still says intel dh61cr in cpu-z mainboard tab, but doesn't update bios at all ... thanks mate for the suggestion (Y)

and ram is i guess fine, ran other cards on it, previously 7850, ati hd 3650 etc

Your power supply is fine for overall wattage, it could very well be an incompatibility in the bios code or ram took a crap. Last but not least take card to another machine and test it or take the entire pc to a pc shop and have the gpu tested first (they will put card in another mobo to verify it boots up or not)

Got it working on msi p67 board, didn't work at first, had to update the bios of p67, then after it worked, so these new gpus need a bios update to work new r7 and r7 series to get working, problem solved, Thread maybe closed

Are you sure that the H61 motherboard isn't choosing the Intel integrated graphics as the primary output? Have you tried plugging in the display to the integrated graphics (while the GPU is also connected) and seeing if you get any display? If so then you may just need to change the BIOS setting to make the PCIe slot the default output instead of the integrated graphics.

Then that leads me to believe that he does not have legacy BIOS compatibility mode enabled on the motherboard. His GTS 250 definitely did not and the R7 265 likely do not support pure UEFI. If you run UEFI and don't have the feature enabled to ensure compatibility with legacy BIOS video adapters, then they won't be initialized before the OS loads resulting in the problems he is experiencing. The feature is called different things in each motherboard; the ones I'm familiar with are "Ultra Fast Boot," which should be disabled and "Compatibility Support Module (CSM)," which should be enabled, although Intel probably uses a completely different term.

EDIT: In Intel desktop boards, it's called "UEFI boot". Try disabling the feature on the motherboard and see if the card works.

Even though it responded in a p67 board? I read up and it would seem that machine might be korean built due to a Dreamsys bios logo...

From us cst th korea is 12-14 hrs ahead in the new day.

1 sec before you go off. Look straight at the motherboards silk screen, there should be a make and model name and revision number

Is this your exact board

http://www.intel.com/content/www/us/en/motherboards/desktop-motherboards/desktop-board-dh61cr.html

Does your computer case have a Name on it such as Trigem, Averatec/Averatech or Dreamsys on it.

Seems its korean...

Yes this is the board, the bios screen has dreamsys logo on it, and bios version seems completely different (name and numbers) than the one i downloaded from intel site, and the bios menu is diff (not in looks) but in options, has no f7 key enabling/disabling for bios update, but i had to press it and it bios update screen appeared, when i tried updating, it said capsule header something invalid, well fuck this, the gpu didn't even boot on msi p67, but only after the bios was updated, so it's simple that old board without bios are no good for R series gpus, even had to update x58 chipset's bios to get the display on those xfx cards ...

I tried this too, it's not like i haven't tried nothing at all, tried all the possible option, tried to boot on igpu but it didn't stayed the same, plugging or not plugging is outta the question when system is not even booting, one hit at the power on switch and pc shuts down instantly, this means zero compatibility between r7 265 and motherboard ...

well don't man but i have to upgrade the motherboard

okayy, now i got i5 2400 and asus p8z68 deluxe, updated the bios, same bullshit, no display but the gpu is running, i put up another 256mb display card to check if the card has worked or not, it was there in display adapters, then i unplugged the dvi cable from 256mb display card and plugged in to r7 265, i had the display, could games running, but i couldn't do any of the 3dmark benchmarks (benchmark start would be a black screen, so i had to use task manager to shut 3dmark down) ... any advice here?

Ya know what normally the top pcie 16x slot is what is recommended for video cards. The second 1 is for the secondary card. Last thing i can really suggest is a psu or have that motherboard running outside of the case.

i'm already running it out of the case, on motherboard's box and will check with some other psu soon ...

hey @eidairaman1 check this out, i removed the 256mb 7300gt from 1st pci-e, i tried boot up, perfect boot up from bios to windows desktop, attaching screenshot of display adapters, it's running on 2nd pci-e, after uploading pic, i'll try to run it in first pci-e ...

Theres your problem you had the 7300 in there. The top pci e 16x slot is the primary slot for vid cards. Sine you had a nv in there and the amd in the bottom windows was using the 7300s resources as primary boot. Eliminate the 7300 altogether. You never stated before you had a 7300 in there, you resolved your conflict there. For most part

For most part

first part is that the 265 didn't give display at first, so therefore i put 7300gt to check if the r7 265 is in the display adapters or not, so it was there but with no display, as i said before, i switched the dvi cable from 7300gt to r7 265 and then i got the display. I slept after that, woke up and turned on the pc, quick boot was there, and i noticed that dvi cable is still in r7 265 in the 2nd PCI-E, normally i plug back the dvi cable into 7300gt after shutting down, and then all this happened that i wrote above ... but still, all this thing going on is senseless, electronics can never be understood, in years of my gaming life, such logics were never understood
