So I was just browsing, when my computer hangs. Upon rebooting, I ran into the problem that none of my peripherals (mouse, keyboard and monitor) are powered up. I post just fine, I get the single short beep that signals everything is detected and working. Then Windows starts loading. My keyboard and mouse power off, which is normal. But instead of powering back on and getting to the logon screen, none of the peripherals get power. Sometimes though it goes into "recovery mode", where the peripherals get power. Also, if I let the system just be there, my peripherals get short flashes of power (LEDs flash on and off).

I don't really have any idea where to start troubleshooting. I did run my CPU and GPU overclocked, but they were pretty conservative settings, and my temps were always in check. Also, I have been running without problems for 9 months or so.

My suspicions are on the PSU, since it's power related. Anyone had the same problems or have an idea what is causing this?

2. Or try turning the PSU off and then the computer at wall, press your case power button to discharge PSU a little, leave PC off for 10 seconds or so before turning it on.
3. Reset BIOS.

Yes, the first thing I did was plug them in other slots. The thing is, my monitor also gets no input. But even if my GPU is faulty, it shouldn't effect my keyboard and mouse. I have been in the BIOS to dial the stock settings in for my CPU, but I haven't reset my bios. I'll try discharging my PSU when I get home.

Ok, that's odd that even the monitor won't turn on. I thought it was only USB peripherals. Sounds like PSU may have damaged something due to unstable voltage or something.

The output goes out after the Win 8 loading screen, so instead of getting to the logon screen, it goes black.

wait wait, just recheck after freezing you can turn on your system but all usb ports is dead?
have you checked from device manager too?
is that correctly displayed?
there are some possibility that your board survive but the ports are gone

Tried throwing in a Windows CD and booting from that instead? If it makes it all the way through a Windows installation setup from disk, odds are drivers are amiss somewhere, or your windows got corrupt.

Well it's weird, the USB ports are not "dead", because sometimes I get into the recovery mode, where you can reset/refresh Windows, and they work fine. I can also get into BIOS, where they also work. It is only when it tries to get into Windows where both keyboard and mouse turn off and the monitor gets no input.

Sounds like windows/driver corruption. Might be time for a boot'n'nuke

Run a repair if you can. Do an SFCScannow or a general windows repair. If it makes it all the way through the repair on display and USB operating correctly, I'd say it's software related issues.

or you can run linux live cd just to make sure that your ports are ok

Sounds like what RCoon stated...
When it hung up is, probably, when something got corrupted.

You are running Windows 8.1; so, I say go for the Refresh first.
If that fails to fix it... try a Restore to an earlier time or a Reset.

How to refresh, reset, or restore your PC

Also, after you get it going, be sure to check everything out and run a few tests. (like scan drives for errors, maybe run a memtest, scan for malware, check that your bios settings are where you want them, check your temps, check cables & connections, etc.)

Ok, so just a little update. I'm actually able to boot into Windows with safe mode. This makes it clear that it's a problem with Windows or drivers. I'm running SFCScannow, and if that doesn't work, I'll refresh Windows.

So SFCScannow did not work, so I did a refresh and it seems to work thus far. I've ended up hanging on restart a couple of times, but that's a pretty common problem and not a big deal. Thanks for helping me troubleshoot.

Glad you got it back.
However, hanging on restart should not be a common problem, unless, something is wrong.

Try backing off any OCing a little bit (if you OC) and check or try different (SATA) drive cable.
Check drives for errors, reseat that memory, and check the memory voltage.
How full is your SSD? If you are using over 75% capacity, clean it up (delete junk, move unnecessary stuff, etc.) and then run windows defrag... to trim it, not defrag it. (The trim option is now in the Windows defrag tool)
Make sure the proper drive is first in the boot order of the BIOS, so the BIOS does not have to search through everything before it finds it.

You may want to update your SSD firmware to the latest version to get the fixes it contains... if you have not already done so.
Disclaimer: This is up to you, as updating any firmware can cause your device to brick (stop functioning).

Not sure about that firmware update, I'd rather not brick my drive. Also, it seems that it sometimes manages to restart, but both restart and shut down take abnormally long. Booting up however is at normal speed. Could it be a driver issue of some sort? I have the clear pagefile setting turned off in regedit, so it's not that. I've had this problem before with my laptop, and it was a driver for the wireless/bluetooth card that caused it then.

Just about any piece of hardware can cause problems.
Even, a lowly fan can cause problems.
Just some ideas here to think about; however, there are a lot of other things it could be.
You may want to try unplugging everything... and using one memory module, try booting.
Then switch memory module and try again.
You may need to try a different PSU or, at least, test the one you are using.
Check all connectors. Try replacing drive cables.
Are you sure your temps are good?
Did you run the memory test?
Did you install or replace any hardware when this started?
Could be something shorting or grounding at times. You may need to remove the build from the case to test.
If you replaced the cooler and used a back plate... it could be an over-tightening or warp problem.
Have every check the widows event log for any errors?
Does device manager ever show any devices not acting or working properly?
You may need to bite the bullet and update your firmwares... some firmwares where updated to make them 8 or 8.1 compatible.
Pull the power connectors and check them for good connections and they are not burnt or changing color (overheating).

I and others can give you all kinds of "try this or try that"; but, you are going to have to pull, switch, replace, or test to find the problem.
Like I stated before, you got a problem, cause hanging, not restarting, and crashes are not normal and should not be common...

Just my guess, I am leaning to a power problem as the cause; whether the PSU, regulation (MB), short/grounding, or settings in BIOS.

Just about any piece of hardware can cause problems.
Even, a lowly fan can cause problems.
Just some ideas here to think about; however, there are a lot of other things it could be.
You may want to try unplugging everything... and using one memory module, try booting.
Then switch memory module and try again.
You may need to try a different PSU or, at least, test the one you are using.
Check all connectors. Try replacing drive cables.
Are you sure your temps are good?
Did you run the memory test?
Did you install or replace any hardware when this started?
Could be something shorting or grounding at times. You may need to remove the build from the case to test.
If you replaced the cooler and used a back plate... it could be an over-tightening or warp problem.
Have every check the widows event log for any errors?
Does device manager ever show any devices not acting or working properly?
You may need to bite the bullet and update your firmwares... some firmwares where updated to make them 8 or 8.1 compatible.
Pull the power connectors and check them for good connections and they are not burnt or changing color (overheating).

I and others can give you all kinds of "try this or try that"; but, you are going to have to pull, switch, replace, or test to find the problem.
Like I stated before, you got a problem, cause hanging, not restarting, and crashes are not normal and should not be common...

Just my guess, I am leaning to a power problem as the cause; whether the PSU, regulation (MB), short/grounding, or settings in BIOS.

Fished out these warnings about restart manager from event log:

Application 'C:\Windows\System32\wbem\WmiPrvSE.exe' (pid 2164) cannot be restarted - Application SID does not match Conductor SID..
Application 'C:\Windows\System32\dasHost.exe' (pid 2148) cannot be restarted - Application SID does not match Conductor SID..

Also a whole bunch of failed driver installs.

I can check off a couple of things on your list. Temps are good, checked with HWMonitor. I did not change any hardware. Shouldn't be over-tightening the cooler, since the Hyper 212 EVO is spring mounted, which prevents over-tightening.

I'll try running memtest and booting on each memory module individually to see if one of them is faulty. Shouldn't be the case though, as BIOS detects 8GB of RAM. I'll also try looking at the power connectors, which will be a pain though since my case is pretty cramped. Should I also try resetting the BIOS?

I have had a shorting problem before, but that was due to the I/O shield, which I've since removed. Plus shouldn't the system fail to post if there was a short? That's what happened last time.

If none of that works, I'll try doing a firmware update on my SSD.

The absolute last resort would then be replacing drive cables (I don't have spare ones, and yes I know they're cheap, but still). I really have no means to test my power supply, I don't have any spare PSU's...

Ok, I've pretty much done everything except swapping PSU's or the mobo. I've set BIOS settings to factory default. Still doesn't restart. It just weirds me out that it boots fine and shuts down fine, but won't restart. Oh and I've also updated the BIOS to the newest version.
