Hd 7950 stuttering texture problems Please help

7950 Hd Radeon WTF should be no issues running anything but I get this exact artifact or shadow dynamic lighting texture or whatever... LIST of current fix trys RE installed many of games issues were present
Uninstalled all currnet drivers for video card complete removal then reinstalled new drivers no fi...x
Messed with the settings for four days straight seems to be there no matter what unless I set my card to the lowest settings. Which it didn't need 2 months ago. There is also a tear that happens across the screen but it does not show up in videos I think it may be a tear with vsinc but haven't been able to fix it present in any game the camera moves fast and there is a background.
ive also been on the tech forums for a weeks trying different little fixes. I rolled back drivers on my card to a prevous working one still no go. Anyone with card similar or in same bracket knowledge on pcs im opeing this up to discussion please help I was able to locate a setting in one game terra that would stop the stuttering but it does it across all games.

running at 1920 bye 1080
I cant seem to fix this I hope to maby find some help on here any help would be greatly appresiated

Benchmark Scores 11+12=19?
Go into CCC and check to make sure you either have AA app controlled or that it is set to override with multisampling only. If you override shut off the AA in game. Does this fix it either way? Forced AA on a driver level for ATI cards can muck up the in game AA for a pile of unpolished games and or console ports. Like this.

If override or app controlled dosen't help then I would use Display driver uninstaller in safe mode and install the driver from scratch.
