liquid temp is low. although there is some heat being ransferred to the cooler, something is not working right there. yyou should be seeing 40+ liquid temps at high load. even with the fans screaming like you got them.

However, the 15c delta between reported temps and coolant temps is normal...weird.

I only applied a small amount of thermal compound, maybe I should try applying even less. Seems like the heat isn't transferring?

Yeah, that's why I mentioned that you may want to check for and air bubble. Honestly, I would re-mount, and while doing so, I'd run the cooler for a few minutes with the pump hanging from the rad, and give the pump a shake a few times to dislodge any air bubbles. If that doesn't fix it, I'd simply say that the CPU has quite high leakage, and needs a far better cooler. Although those coolers are decent, they aren't the best you can get, for sure. Also, I'd have fans blowing through the rad, into the case, but be careful of doing that wit ha rear mount if you have a VGA with external exhaust, as then the cooler might pull in hot air from your VGA.

To me, paired with software, that cooler was just slightly better than H100. I found H80i to be even better, and then H90, H100, and now I have H220X....

I'm coming in late and had a quick skim through things here. The CPU temp is the socket and the package is the cores of the CPU and I haven't seen either one of them going too high from the couple of shots I had a look at. There's a couple things I would suggest it has to do with the ram and CPU-NB and also the BIOS version. I see it's 16 Gb of 1333 ram is that what you run it at? Corsair and 16Gb aren't always the friendliest with the IMC so you'll likely need to add voltage. Do you know what it's getting right now. Third I have noticed issues with some of the newer bios versions and ram. I run 1403 or 508 beta with my9370 and they seem to be the friendliest. I actually did a big comparison last winter since we were having people with issues and Kingston High speed ram in the 16Gb size. What I noticed was the board wasn't readng the SPD of the ram correctly and having issues even booting depending on what version I used.
Try setting the CPU_NB voltage to 1.25-1.3v and see if it helps. May need more
