There isn't Scaling Options in my CCC (14.9), only Properties (Digital Flat-Panel), Display Color (Digital Flat-Panel) and HDTV Support (Digital Flat-Panel)

Filling the screen is ok in the menu, refresh rate is 60Hz@1920*1080

what type of cable are you using to connect your monitor? i am assuming its VGA

Displayport - Mini Displayport (My MSi R9 280X has only Mini DP)

Not specific, all 280x have 2* Mini DP, 1* HDMI, 1* DVI-I
I have already installed the official monitor driver, or what do you mean with iirc?

Id reset your monitor maybe completely switch to a different input.
