NO! Clean Cpu cooler and cpu off using articlean or 70% isopropyl alcohol then apply fresh compound to ihs of the cpu.

That is also not a good ideea, clean both heatsink base and CPU before aplying thermal paste.

OP it doesn't take long to clean the old paste off of the CPU and cooler and put new paste on so why wouldn't you clean them first?
