Yeah, I've done it. There's been a few heatsinks I removed the fans/any plastic bits or whatever where it was just the metal, washed it out in the sink and baked it at a low temp for a quick dry.

I have used a hair dryer to dry, and a few times to play with TIM and get it to phase change when I applied it to see how well it covered.

yeah its like wet chalk the bad thing is not coz its quality that so so but you need to clean your heatsink more before applying new paste since it leaves residue on heatsink
