ATI Radeon 4870 1gb ddr5

Hi guys!
I have problem with 4870 (And i know it's older grapich.)
Idle state when not running anything

This happens when trying to play sleeping dogs(and sometimes I can play for hours with no problem:

My specs are
PSU:450w S-Tech
CPU:Core2Quad Q9550
Mobo:Biostar G41D3C
Ram:4GB
So is this overheating problem or?I cleaned heatsink and put some thermal paste on chip but still..
What should I do?

Benchmark Scores Its fast. Enough.
Try a older driver to see if that works, and if that doesn't see if there is a updated BIOS, it is too low of voltage during transitions in clock states sometimes that can do this also, try running the render test and see if that clears it up.

I will try older driver and i will update my bios there is newer version:
G41SN824.BSSUpdate BIOS code1024 KB2011-08-24(newer version)
G41SNC27.BSSInitial BIOS1024 KB2010-12-27(the one using now)

Are you running any overclocking programs that are changing the memory speed? The standard memory clock speed for the HD 4870 is 900 MHz, yet for some reason yours is running at 750MHz. I could understand if it was higher than the stock speed, perhaps a factory overclock, but why would it be lower? This doesn't have anything to do with Powertune, because Powertune for the HD 4870 only downclocked the core to 500MHz when idle but never changed the memory speed.

I did make it lower cuz of my 450w psu.
