What game is this stuttering happening in? Also have you updated to the latest WHQL drivers? Also, is there any particular process in Task Manager besides your game that is using up a lot of CPU usage?

On a side note, does your GPU ramp up ever 15 seconds while your pc is IDLE? Could be BTC virus.

Games that i notice stuttering : Prototype 1,2 Mafia 2 , Darksiders 1 , GTA San Andreas , GTA 4 , Dead Rising 2 , Just cause 2 , Devil may cry 5 , Diablo 2 even offline games got that problem too . I tried the latest WHQL nvidia driver and also rolledback to another older 314.22 the driver version of my Disk of GPU but didnt sloved the problem . I notice that svchost.exe (localsystemnetworkrestricted) make a hdd activity even on idle and sometimes my cpu hit 100% while gaming per only 1 core or 2 ( also tried unpak CPU cores with no luck of fix ) . Even a serval times reinstall the OS didnt fix it . Updating bios version doesnt help too . Scaning for viruses with NOD32 and MAlwarebytes anti malware but they didnt find anything dangeous . These games that i list got that kind of stutter no matter what settings or resolution i use even at the lowest.

Yes with Vsync. Without it it still stutter but this time is constantly and with screen tearing so better is with Vsync on

how is your pagefile behaving?

i noticed on office pc's that 4gigs ain't enough anymore lately with Windows 7 Pro SP1 64bit they started not running out of memory but putting more and more things into the pagefile which generate alot of HDD activity so they get slow, and here i am talking about Core i5/i7 also 4gen, but the i5 with 128gb ssd and 6gig memory don't have the problem and if i upgrade the 4gigs to 8gigs this problem also disappear more or else.

i know you have 8gigs of ram but it's worth checking out, to see if it's the pagefile that teases you.

I think it's your CPU or GPU throttling, did you check your temps?

yes the temps is normal like 38-40c for the CPU and GPU 40-42c while continue time of playing .

That seems to be the idle temps to me...

sometimes my cpu hit 100% while gaming per only 1 core or 2 ( also tried unpak CPU cores with no luck of fix ) .
It's entirely possible you have a bottleneck somewhere. The stuttering is probably the result of inconsistent frame latencies from frame to frame. It could be an indicator of a bottleneck. I would monitor both GPU and CPU usage. If the GPU is getting pegged out at 100%, you know what your bottleneck is. I feel like that CPU shouldn't be a bottleneck for what you're doing with it.
That seems to be the idle temps to me...
That's a non-K chip with a decent cooler on it. My 3820 (130-watt TDP) doesn't do more than 58*C at stock under load with my Zalman cooler. I suspect a chip with a 84 watt TDP would be less.

the GPU is not get high ussage i was check it with MSI Afterburner the unstable high usage was confirm for the cpu but im not sure is this the cost of the issue . Ill upload a screenshot of the task manager .

Do you notice how your hitting about 25% on all cores at the most at any given time. Prototype might be CPU bound to 1 CPU thread and the Windows scheduler is probably just moving the task from one core to another. IIRC, Prototype is a console port, so it wouldn't surprise me if it was mostly single threaded.

You can try disabling core parking...

Then you should try disabling hardware in bios... LAN, Sound, other USB (I hope you do not use USB3 for keyboard and mouse), try disabling all and leaving bare minimum.

more stuttering if i disable them

It just can't be, that actually it makes things worse. Weird things.... have you tried... different OS...? I bet there is something in the whole setup that causes DPC spike, and that's it. And don't disable swap file... enable it back.

No bottleneck whatsoever so don't worry about that. I can play all those games with no issue and I have a weaker system. Mafia 2 with physx on is even perfectly fine.

Here's what I would do -

Make sure bios is set to optimized default settings
Reinstall OS
Make sure you have all chipset drivers, device drivers bang up to date
Run all windows updates, just installing the important ones
When you have all all of those installed use direct x web installer
Install one game and try it
If no issue, install a second one and try both etc

If you are still having issues run stability checks on all hardware to check for any issues

Let us know how it goes, good luck.

In DPC Latency software everything looks green and that means is normal . Also i tried many times reinstall the OS and my Mobo drivers are all downloaded from Asrock site for my motherboard im not sure is the version on there is the newset anyway. I`ve also never updated the windows before im affraid of that can make tings worse with crappy update . I tested my CPU with Prime95 and HDD with HDTune for bad sectors and everything seems fine on bouth . The video card makes the standart points for GTX 660 on Benchmarks without stuttering on the benchmarks . I hope my hardware is not weak for this games

Have you tried a DIFFERENT OS.

For the sake of experiment put XP or Windows TP on and see it the driver mixture acts differently there...

^+1 I had the same problem sometime ago, setting it on high performance fixed it for me!
