System Restore - Win 7

I've been using Windows 7 since Aug of 2014 ( I reinstall yearly). Since that time, I've disabled system restore about 6-8 months ago. About a week ago, I noticed my hard drive space has been decreasing significantly since then. Low and behold, system restore is disable; however, it seems like its reserving space for something. 35 GB!

I feel like I don't have control over my OS

It was dragged to zero. I tried again today, and it seems normal. As it is not using any space (zero bytes), but I cannot drag to bar to zero. The lowest I can go is 1%

I have to ask...

Did you hit the button to "Delete" the existing files?
And, you may need to do for each drive.
