My question goes for both since you guys are both helping me a lot:

No, my CPU is running at 3.8ghz even at idle, should i disable this?
Should i try to OC my CPU with this current voltage ? I mean, it should be easy to get it to 4.2ghz at least without raising the temps at this voltage.

Each time you raise the multi when clocking, the heat will raise, even if the voltage is not adjusted.

BINGO! That's why it's running so warm. My 2600K currently idles at 4.2 and in 21 degree ambient, it's at ~40 with a CM 812.

That is your CPU's "Turbo Boost" frequency and that would cause the CPU temp to rise a little when you are not tasking the system compared to its standard speed. But Turbo Boost, by default, should not be enabled unless you are pushing your system. That is, as noted here (my bold added,
Intel® Turbo Boost Technology 2.01 accelerates processor and graphics performance for peak loads, automatically allowing processor cores to run faster than the rated operating frequency if they’re operating below power, current, and temperature specification limits. Whether the processor enters into Intel Turbo Boost Technology 2.0 and the amount of time the processor spends in that state depends on the workload and operating environment.
So when you are not tasking your system, it should come out of Turbo Boost and run at normal clock speeds.

Did you change the default settings of Turbo Boost?

Did you change the default settings of Turbo Boost?

No, like i said i'm running all the default settings. My power settings in windows are configured for "Samsung SSD HIGH PERFOMANCE", if i change it to powersaving my CPU speed goes down a lot so does the temps but my computer slows a lot ... So is something i should change in BIOS right?

This is not something you should notice during actual use because it should ramp up when you start using the computer - though it may take a few seconds longer to come out of sleep mode.

In the BIOS? It would be in your Power Options Control Panel applet or in Samsung Magician. As whether you should or not is up to you.

Something weird is going on with my CPU or Motherboard. I am earing electric buzzing sounds coming from CPU zone specially if i leave the "Samsung High Perfomance" mode in power settings, if i use power saving mode the buzzing gets lower but still there and now my idle temps are on 45º they are increasing a lot for some reason... Something is happening here, either my CPU or Mobo have something weird going on...

either my CPU or Mobo have something weird going on...
Before blaming them, if me, I would uninstall Samsung Magician, reboot and see what happens.

For now i've selected "Balanced" in power settings and now i have 30º in idle. About the noises, is still there but not noticable it's a weird buzzing..
