CPU wont ramp down w/ overclock

My CPU won't ramp down at idle with my overclock. When I turn on EIST nothing happens but when I turn on Intel Turbo Boost the CPU will ramp itself down during idle, but it will go down to 1.2GHz then up to 4.5GHz over and over, it switches like every second pretty fast. I don't know why, somethings wrong with it. What can I put my settings to so the CPU will properly ramp down and stay down during idle? My CPU currently idles at 45-50 degrees with my overclock :/ it's really hot where I live.

All I would do for an overclock is bump the max turbo up. It works for me at least.

I thought when you overclock something it's supposed to stay at that frequency all the time despite idle or load.

depends on the mobo and bios.

some disable turbo function to oc so you lose the ability, some have settings for k series overclock which just runs top multi, others use an advanced turbo option which lets you keep power saving functions.

Well you have a very similar setup to mine (CPU is the same but I use the MSI Gaming 9) and mine ramps up all cores to 4.5ghz and down pretty low in idle like normal. Ill shoot you a screenshot sometime today when I am back at home of my motherboard settings and you can compare settings as I cannot remember my exact settings currently.

disabling turbo-boost disables speed step
if you want it to scale properly you need to keep turbo boost enabled
idle temps don't matter anyway

Here you go, these are my settings and I can guarantee that my processor is ramping up and down (Or my CPU program is lieing to me).

oc genie is terrible don't use it
and @GhostRyder you should know better
not sure how your cpu is still scaling with EIST And turbo-boost disabled
unless its because you are using oc-genie and its changing the setting but not updating the UI-field There is absolutely no reason to fiddle EIST/turboboost settings the modern intel platform unless you are running benchmarks
you need both EIST and turbo boost if you wan't proper cpu-freq scaling when overclocking.. it WILL NOT WORK WITHOUT IT PERIOD!
also ill say it again idle temps mean nothing!!!!!!!!!
if I need to yell it any louder somebody is gonna get slapped

Control panel, Power option, create a power plan, set to high performance will stop the CPU from returning to an idle

Just set it to balanced

I am not using OC genie, I hate that software lol. You are right I forgot I changed it while I was testing some settings and benchmarking. I thought I had switched it back but I did not look since I forgot to do it earlier. Good catch @OneMoar, was not paying attention.

As for the dipping, that is just common because it will not stay at low power for very long if anything demands CPU attention. Happens to my machine constantly.

Offset voltage is the way to go if your board supports it.

Hmmm, in windows it is determined by minimum processor state in advanced power options => edit plan settings...

On my Z97-I Plus it only dips automatically when I set frequency/voltage scaling (or some option like that) in XTU to automatic. I don't have the thing with me ATM (It's half way across the globe .-.)

The thing is it should automatically dip down if only the max turbo multiplier is changed, however I don't think that option exists in the BIOS, and since I have a manual voltage set, it will only affect frequency multi not voltage (which is pretty stupid IMO) I don't really want my chip running at 1.3v 24/7 regardless of load.

When I use the voltage offset in XTU (which is the only way I can get a solid read on the offsets without going in and out of the BIOS 100x) and use auto scaling on that and the frequency, then it works.
