Build 1, get rid of the 4gb 960 and save some cash and just get the 2GB version. The extra 2GB on tht card with the 4GB version does not have any benefit whatsoever. The card will run out of overall GPU performance, before memory capacity. I am also not sure why a Micro ATX motherboard, unless there is a plan to use a smaller case that only supports micro atx motherboards, but the case in the build is a mid tower that supports full ATX boards.

Build 2, please get memory that is red, not blue, to match the motherboard and GPU. Change the H100i, to the H105.

no point in getting windows 7 anymore.. doesnt even have full microsoft support anymore.

1600mhz ram is fine but if i was going for 16gb and a i7 i would go for higher bandwidth and 2 sticks. maybe 2400mhz or at least 2133mhz with some low latency.

you dont really need to overclock or get those aftermarket coolers. especially the 4790k.. most people wouldnt notice the difference at 4ghz or 5ghz.

Well...when I run GTA V on my laptop with GTX770M 3GB , most settings high/very high it is using about 2600MB..... 40~60fps,
I say it's a good choice to pick the GTX960 4GB.

He will like windows 10. Just get a cheap windows 8.1 pro and he can upgrade to win10 later this summer.

There's a difference between cards that have certain amount memory by original design vs. What vendors like to tack on to sell a product. The average Joe thinks more memory is better.

Get W8.1 and put Classic Shell on it until W10 comes out and you can upgrade for free.

True that, but in the case with a GTX960, 4GB is usable for some games, since it's a good capable card for gaming at 1080p.

I can assure you if you saw benchmarks between the 2gb vs 4gb version, it would show no difference. Unless you plan to get another card for SLI, dont get the cards that have more memory on them then the original design by Nvidia engineers.

@ 1080p its a +- 1-2fps difference.

This review shows it in every benchmark pretty much. Its not till 1440p+ where the extra 2GB does anything beyond an increase of 1-2fps.

If build 2 is going to be used mostly for gaming there's no need for the i7 4790k the i5 4690k will do just fine and if he/she doesn't want or need or know how to overclock he/she might not need the water cooler either. A simple hyper 212 evo will be enough if not overclocking right away or a mild overclock.

In the build 1, I might recommend a R9 280 or R9 280x if possible .

@ 1080p its a +- 1-2fps difference.

This review shows it in every benchmark pretty much. Its not till 1440p+ where the extra 2GB does anything beyond an increase of 1-2fps.

At 1080p is that extra 2GB worth the extra 50-60 increase in cost? absolutely not.
Thanks for the link... maybe I will chew on a toe... its not all about the FPS...Once you fill the vRAM on the card, you can get hitching in games because the title is 'paging out' to system ram.

There is no chance I would buy a 2GB card for 1080p gaming today (and more specifically for the future) unless I simply couldn't afford a better solution.

That article you linked even sides with my thought process...
2GB or 4GB

The question whether or not you should go for a 4GB model remains a tricky one to answer. I guess that if you have the budget for it, then go for it -- but we expect a 40 EURO price difference in-between the 2GB and 4 GB models, which is steep. There will be a handful of games where small stutters will become less apparent. Also with future gaming titles obviously you are a little more future proof. Overall, especially at 1080P it will be hard to tell the difference, but sure ... there remains to be a difference. The extra 2GB of memory certainly did not hinder the overclock experience and overall it simply makes the card complete. I find 2GB of graphics memory on the low side, but Nvidia's compression technology proves that it works and that is what is making this very question so difficult to answer. The GTX 960 should probably have been launched with 3 GB VRAM standard, hence I can recommend these 4 GB versions very much. But yeah, the end-results remain a bit trivial with the price-premium in mind -- that I need to admit.
