Can't Get ASRock Z75 Pro3 To Overclock 3570K

I'm trying to overclock my I5-3570k in my ASRock Z75 Pro3, and for some reason In OC Tweaker whenever I try to change the ratio to anything above 38, it automatically changes back to 38 whenever I hit Enter or Down. I've also tried changing it to 42 and hitting F10 to no avail, as HWMonitor and TaskManager only see speeds up to 3.6GHz.

I do have the newest BIOS(P2.00). I have loaded the UEFI Defaults (multiple times), I even installed an earlier bios (P1.80) to see if there was some strange compatibility issue.

I am running Windows 8.1 on
Intel I5-3570k
ASRock Z75 Pro3
8 Gigs of Corsair Vengeance Ram (I had 16 but my PC will only use 8 at a time, which makes me want to think this is a motherboard issue)
Corsair CX430 PSU

If you have any idea of anything I can do to change this, I would be very greatful!

Unfortunately i think you may have a derped mobo - I once had a Biostar Tpower-i45 That wouldnt go above 460FSB (Back in the days when FSB was still a thing) and putting it higher resulted in the board locking up and never posting again.
Based on most reviews that board should have reached 600FSB with ease though close to 500 is probably more realistic.

Unfortunately theres not a lot you can do here i dont think. If the board is new you could try contacting your retailer and seeing if they'd be willing to swap it with another. Before you do that though I recommened submitting a support ticket to AsRock and see what they have to say about it. They may tell you to send it back to the retailer for a replacement, They could also tell you to deal with it because the problem doesnt actually affect the everyday day to day running of that board. If the board's day to day usage was genuinely crippled by the issue then that would be more than enough grounds to replace it.

Youre just going to have to cross your fingers and hope your retailer is willing to replace it for you out of good faith in the interests of great customer service.

I have a few times had a device die a few months out of warranty and for me to contact the manufacturer themselves is a nightmare and a neigh on impossible hoop to jump through. When contacting a retailer regarding the issue I have always started off the ticket or livechat with "In the interests of excellent/great customer service..." before going on to explain the issue i was having and I have received excellent responses/feedback resulting in the retailer willing to deal with the RMA for me despite it being out of retail warranty.

I suggest you might try to do the same. Dont try to be too push with it, always be polite even if the response they give you isnt the one you wanted. Last thing you need to do with the reps who are dealing with your claim is come across as an obnoxious holier-than-thou fart smelling asshole douchebag because they really wont help you if you do that.

If you were polite but the guy honestly doesnt seem to want to help then ask to be passed over to a manager and see if he or she is willing to green light your RMA

Thanks for the wonderful reply! I bought the mobo from Newegg just under a year ago, so I will get a hold of both and see what they have to say.
Thanks again.

RMA with Asrock COULDN'T be easier , I JUST sent back a H97M mATX 1150 board because of a bad fan header, and they replaced the whole board, and its on its way back now.

if your in the US, it's.. user@asrockamerica.com

Also need to create a ticket First Here..http://event.asrock.com/usrma/

Asrock extreme tuning utility might help. (not sure if it goes past 39 multiplier or not. I imagine it would with a "K" series.)
I have the exact same mobo and I have my 3450 (non-k edition!) sitting at 4ghz.

I have always found the application lacking, i have far better results from over clocking from the bios it's self.

It's a lot easier to do in real time though. It has all the different voltages and everything. Unless you are trying to OC for a world record or something, this program is actually quite good.
