AHCI activated in the bios? Secure erase format done?

Try using the original Microsoft AHCI driver. Intel RST may has some problems with Windows 10. Make a bench with that and post it here.
You can also check out "Crystal Disk Info". Expand the window, so it shows full raw data. Post a screenshot of this, too.

Secure Erase is unnecessary unless the drive was heavily used and slow before. AHCI is on, you can tell by the driver displayed in AS SSD (iAstorA).

I've seen a couple of SSDs having slow speed after being used for awhile then secure erase did help alot.

and just saying: "Windows 10 (was the same on windows 8.1...)" So 2 different OS and slow...
