a 560W seasonic SHOULD power a GTX 960 fine.

Unless something is wrong with it, that is.

Try to delete the driver with DDU and reinstall again. I suspect a corrupted driver. I don't think it's the PSU because it works to this point, it won't work at all if it doesn't fit the graphics card - and the PSU has more than enough power for it.

Stuttering is 99% a driverproblem, use DDU just like Kanan says, then try again.

from your pic it looks like your graphics card is not going in 3d mode to full clocks?
maybe you can post a pic of 1st and sensor tab from gpu-z while running the 3d test

On mobile so can't see system specs. Are you using an integrated GPU on the CPU? Just in case that's interfering, or worse, the mobo settings are using that and not the 960.
Otherwise, the PSU is fine and as the others say, drivers could be an issue.
What GPU did you have before?

run driver cleaner or reformat your pc... simply reinstalling isn't going to cut it

Best policy when upgrading to a whole new gen video card is, leave your old card in, uninstall video driver. Remove card, install new card, install new video driver. You probably will need a driver cleaner at this point. Or put your old card back in and do a proper uninstall.

You can just use DDU to remove the driver safely and after that make a clean reinstall. And cross that "clean install" button in the NV driver when you install it.

no you dont have to remove graphic card before using ddu-this is just software to remove your driver as complete as possible.

and yes download newest driver from web.

looks like your card should boost to something like minimum 1127mhz
the 3d test is the ? in newer versions of gpu-z-download newest first

That don't tell you if the PSU is bad simply if it has power or not, a three fans stress test will tell you more then that junk!

100% Driver problems, deisntall all about video card controllers on your PC, then restart... then reinstall nvidia experience, then reboot, then play again without problems...
does not seem to be a PSU problem,

your computer may full of shitty apps and only god know what kind of software that is making some troubles there...

Use DDU, then restart, if your screen looks like low resolution, then all is gone, just reinstall your driver and make your change in controlpanel, as you see fit.

GTX 960 on 400W psu here, no probs.

Try "Prefer Maximum Performance" in NV control panel. If at lowest res, you might not be tickling the GPU hard enough ... same issue for CPU, I keep mine stuck at 4.5GHz when gaming, set back to adaptive when idle.
