What about

I dont know if i should buy
Better CPU than GPU
or
Better GPU than CPU

That's a little bit like comparing apples to oranges. With your current board you can't overclock, therefor you would waste money, if you bought a "K" CPU.
A regular i5 3xxx with 4 cores with a clockspeed around 3.5 GHz will do fine - see my first post (i5 3470).

When it comes to GPUs it depends on the resolution you are playing. You current monitor has a really low one, that's why I suggested to get a used FullHD (1920x1080) TFT for around 100€. Combine that with a R9 380 or GTX960 (4 GB variants) and you ll have a nice little gaming system.

Since you've said, that you are content being able to play newer games like CoD BO2 and were happy with your gaming needs prior to that, I'd think you could possibly hold out a bit longer and wait for the arrival of the next GPU generation.

Then you could either
  • wait for discounts on the current generation (GTX 970/R9 390) or
  • save some money until then and buy a nice midrange Pascal/Polaris GPU
An Intel I5 3470 should be more than sufficient just like Fokterknecht has suggested already. Keep your eyes open for a good deal (used is always an option) and you will be able to snag one for rather cheap. Throw a quality PSU in there and you are good to go. 550 Watt is ample (new GPU generation will use even less).

When you've made your GPU purchase you should also consider upgrading your monitor since this will give you the biggest visible benefit from obtaining said hardware

TBH reading thru the other thread it seems this individual is really picky or absolutely not sure how much he want to invest. We all gave our opinions back then as we did now. It's totally up to him to decide what he want and how much he's willing to spend. I did look up a couple of shops in Greece and they have a wide variety of components it just depends witch one he want's and how much he wants to spend.
As for the 2GB vs 4GB cards. If the price is the same or +/- 5 euros I would pay more for the 4GB model even if it probably wont really matter in the end.

You are kinda right.. i want to spend that money as well as its possible... after this upgrade i will upgrade it again in maybe 5-7years.. Firstly i had 800€ to spend but i decided to spend some of them on something else.. so that 500 remaining needs to be the best investment ever.

I decided to buy MSI GeForce GTX960 2GB OC (GTX 960 2GD5T OC) but i would save some money if i would go with a GTX950 .. for the CPU(Depends on which cpu you will tell me to buy)

The GTX 960 is only 15% faster than a GTX 950, so I wouldn't pay more than 15% more for it considering this is a low budget upgrade.

And I don't think you need a new processor yet, honestly. Try a new card and see what happens. If your PSU works, it certainly doesn't need replacing, though I'd recommend going for quality there if you decide to upgrade. Check the review sites that take them apart and do a thorough job.

Kind of dissapointed in these answers. Get 960 2GB if you stay with your monitor thats a lot of power. Leave your current proccessor . enjoy your new experience. Things to considered: new IPS monitor, new power supply.
But for now all you need is new GPU.

950 vs 960, can be country related. On release here they were 5€ difference. So it depends on pricing

Just so you can compare this is from a shop in Greece
The 960 pricing:
http://www.cosmodata.gr/search?items=30&sort=asc&q=gtx+960&c=605
http://www.msystems.gr/index.php?keywords=gtx+960
http://www.e-shop.gr/search?q=960&t=PER&c=%CA%C1%D1%D4%C1+%C3%D1%C1%D6%C9%CA%D9%CD
The 950 pricing
http://www.cosmodata.gr/search?q=gtx 950&c=605&q2=
http://www.msystems.gr/index.php?keywords=gtx+950
http://www.e-shop.gr/search?q=gtx+950
But as he stated
after this upgrade i will upgrade it again in maybe 5-7years
Prices generally suck in Europe. I can only watch the prices on newegg or microcenter and droll like an idiot.

Well i check the prices in Greece with some kind of "price grabber"
skroutz.gr
bestprice.gr

For example..
From all of these (http://www.skroutz.gr/c/55/kartes-grafikwn-vga/f/407774/2GB.html?keyphrase=GTX+960) Translate the page to english ;x
I found Palit GeForce GTX960 2GB Jetstream and EVGA GeForce GTX960 2GB Superclocked the most "worthy" to buy..

My friend told me the superclocked GPUs do not last that much(he said that they last for a year or a bit more) as normal ones.. is that true ?

when a system is basically low end it will still be basically low end even after a modest upgrade..

all the OP needs to do is buy a better graphics card.. if its too much of a better graphics card he may need a better psu.. 500 euro should buy both a much better graphics card and another psu..

or dont spend the full budget and settle for a lesser graphics card.. its wrong to think all the budget has to be spend in one go.. something like a cheapest 960 will do..

talking five years down the line is nonsense.. think about now..

Okay one last thing ... if i buy (tomorrow or today) the GPU gtx960 4gb(4gb bcs i buy it once for many many years..)
A)
1) Will my PSU handle it?
2) Will everything work with my monitor .. (no black screens and stuff like that)?

B)
1)Is there any difference between PALIT, GB, MSI and EVGA ? (They all make GTX 960 4gbs but i see some speed difference...) Do some of them last longer ??

I would go for the Asus strix GTX960 4GB
https://www.asus.com/Graphics-Cards/STRIXGTX960DC2OC4GD5/

It stays the coolest under load of any GTX960, just 60 degrees C under load!

Yes you'll need 1 6 pin connector from the PSU, if your PSU does not have it I would buy a new one if I were you.
IF your current PSU is still a good one/good enough/brand, you can buy one of these:

I don't know where you live, but any gold rated EVGA, BeQuiet, Seasonic, Enermax 500Watt PSU will do.

Is this what you i need for the "converter" that you linked above ?

Yes! But as I mentioned earlier, it's best to buy a new PSU.

Any Seasonic Bronze will do - look for the ones with 520-550W.

It might be a bit expensive but it is 80+ bronze certified and comes with a 5 year warranty.

I dont think he's system would pull more than 350-400w at max, so his psu can run the card.
I am currently running my HD7850 from a 460w psu so he's old one might be capable to run the new card but it would be better to replace it in time.
I went from a thermaltake litepower 500w to a 460 cooler master PSU.
The 500W didn't break after 3 years just one of the cables is damaged and it would reboot the system every time I bump into the table.
