Well, when you overclock your FSB for you cpu, your Frequency on your ram will go higher as well. That's why good ram is also needed to overclock your cpu, they both go hand-in-hand.

wow. Well, its best, if you cant get stable running 1:1 on memory. its best to take it down from 400mhz or whatever to ddr333 or something. This is called a ration, like 4:3, 5:4, etc. That way when you increase your CPU, you wont push your ram past stable speeds. Also, I wouldnt increase cpu voltage, until you find out the max on your cpu, and when its not stable then bump the voltage a little jump.

is your FX-55 a clawhammer or san diego? use attached program and post a screenshot of the first page.

if it is a clawhammer you need to push the volts to 1.6v or so, but it looks like a san diego which you should not push that high on air. try around 1.55v or so, then push the multi up to 15x and see is it boots with the stock htt (200mhz) if it does push the HTT up in 10mhz increments till it wont boot anymore set it to the last stable clock and ake sure your temps dont break 55C which you should check with the program i posted
