why ati drivers do not have WHQL logo?

usually i only install video driver that has WHQL logo with my nvidia card,
then i bought a ati card, ati updates their driver so fast, ive experanced few problems with the new drivers before, their driver is like beta stuff.

when the new driver comes out, how can i know if it has WHQL or not?

ATi produces a WHQL driver every month.

the next should be a 2005 ,December

all official ati drivers should be whql .. the leaked betas and hotfixes are not whql

when i run dxdiag, it says its not whql, im using the official driver from ati(5.11)
why?

If your using the Official 5.11s from ATI they should most certainly be WHQL
