196.21 driver kills overclocking?
Looks that way anyhow, with the exception of MSI's AfterBurner utility

it's just a bug in nvidia's nvapi, they changed some ids which weren't supposed to be changed

This driver makes my 260 Asus TOP card downclock to 2dclocks (as confirmed by EVGA Precision display) during games like COH. It'll be ok for like 10 mins then during a crucial moment in a match the pc starts jerking...single digit frame rate. That is another issue some people are having with it, a quick Google revealed.
