i beleive his point was thats the MINIMUM in...
i beleive his point was thats the MINIMUM in summer, just like here. it might be 30C at 2am, but in the day it can pass 40C... in the shade. in the direct sunlight, well, shit burns.

30 degree celcius ambient isnt that bad imo. My room in new zealand gets 32 celcius ambient during summer, and still can clock it to 4ghz throughout my procie upgrades.

my advice: setup OC profiles, so that you can lower yourself to stock clocks (or near them) at below stock voltages to survive those 40C+ days.
