This is weird. I get about 100Mb/s transfer rate on my WD 640GB. Are you using the latest chipset drivers?
And have you tried different ports on the mobo?

Maybe give something like Seatools a try...

nah.... a good single railed 750watt should be more than adequate. i bet your machine will run ok on the 700 but you may consider the psu your next upgrade. like i always say... PC POWER AND COOLING!...
