There was an article posted here about how they fixed it. But it got pulled. It's been 1.5 years since release of 7970, so AMD should fix that problem anytime soon now. Perhaps during 2nd anniversary.

This happens all the time. There are so many brands and so (relatively) little manufacturers/designers.

Though not sure which one is which in this case. Enermax do make some of their own stuff.

FX-8350 ~ i3 3220. And FX-4300 is way below. No contest here. You'd have to be really dumb to get FX-4300 over i3 3220 for gaming.

i3 3220 is as fast as FX-8350 in gaming. But if you can stretch to any i5, even something like 3350P, that would be great. Otherwise i3 3220 + HD 7850 is fine too.

Your power supply actually has single +12V rail with 48 amps on it. It's enough for system with two 660 Tis. You just need either Molex to PCI-E connectors or single PCI-E to dual PCI-E splitter.

Whichever exact model your PSU is, it's enough for GTX 670. 7970 would be risky, +100W of power draw at max load. GTX 670 draws up to 160W, just ~40W more than your current 8800 GT.

That CPU is a huge bottleneck. Must upgrade.

i3 is a second choice for gaming, right after i5/i7. Any single GPU card will work fine with it. GTX 660 won't be bottlenecked.
