On most ASUS P8z77 xxx AFAIK the CPU_fan and OPT_fan only is controlled by PWM, you need 4 wire fan at those headers or the 3 wire run 100% .
All other chassis headers run voltage or PWM so...

Most of the custom twin fan HS models do very well temp wise . My MSI 660ti PE would run the hottest at about 65c and that was 1202 out of box .

As noted above its not the paste directly but...
As noted above its not the paste directly but when you remove IHS you remove the black silicon sealant and gap should go down . So temps should go down .
Not all are same , some get like 20c...
