Judging the looks of things, u got ur self a fried card :( Overclocking is a double edged sword afterall. Too bad with the modding u did to the card (Heatsink and oc) i don't think you can RMA it.

Ive seen similar crap happen with 2 6800 GT's. The problem was the power supply but again ati isn't power hungry as nvidia. Is it a true xt pe? if so then RMA it ASAP otherwise reflash with ur old...
