Yes. They usually accumulate a large number of infractions and PM warnings in several days. They see it coming but can't help themselves for whatever reason. I don't think I've ever just instantly banned someone unless they were a spammer. I can count on one hand the people who are permanently banned too. Normally a ban is three months and the person is free to come back after that. In fact, there are a couple people that regularly visit the forums that were banned for three months, came back, and haven't gotten into trouble since.
