Best practises about video editing & Avivo

I just got on ebay , one TV tuner that i was dream to get, lots years back.

Its the Terratec Cinergy 600 TV & RDS Radio - Internal PCI Card .

The point is that now i will be able to record video files , but about best practices to edit and compress , i have no idea .

My hobby are photographer , and this has nothing to do with video .

At the hardware level , the card is based on the Philips Proteus design which uses their SAA7134 chip and is capable of 720x576 with 25fps.

And now the question , does it worth using the hardware of the ATI card for video conversions ?

If yes ... the TV tuner card comes with free full version of WinDVR , is this software worth as tool ?

All that i have in mind , are to convert avi files , to MPEG2 DVD format.
Editing them , are in to play too .

All suggestions are welcome.
