Low profile cards are meant to fit into small desktop or home theater PC's. You don't really need
one, but you can install one in your PC and it won't hurt a thing.
But before you consider buying anything, we need to know what you mean by you "can't even start my pc." Does it do anything at all? Do any lights come on or flash? Does it make any beeps? If it does absolutely nothing, then you probably have bigger problems than just a video card.
