i'd give a wishlist of the parts i'd pick with taht budget but that wouldn't do good for learning process. After reading a bit, i suggest you go to newegg.com and start with a processor. Phenom II quads are a good start but pic a Phenom II 9XX of some sort. From there pick mobo, memory, dvd drive, HDD, PSU, then graphics card.

me too i'd pick AMD cause its cheaper and good for a starter build.
