Me too had sent my Ed-E back to Primm till I finished the quests related to Rex's brain...
I just went to Primm to recheck if he was there, and I found him sound and safe in the Nash residence where he had been before I repaired him.
Have you found yours? Perhaps you could try the console command
prid player.moveto
001732d1 or 001732d0 or 001732cf ?
player.moveto 001732cf is the command console which works. I went outside Primm, typed that in the console and voila I got teleported just next to ED-E
