No GTX460 runs higher than 1.087v unless you modify the bios with that of the GTX470. IIRC even the Hawk maxes out at the equivilant of 1.087v.
For what it's worth my pair of 460's routinely go above 75-80 degrees in SLI (overclocked to 850/1700/4300 @ custom voltage - cards arn't the same). They happily churn away even at 100% load in Metro 2033.
As for the ops query - it definately sounds like the card is not stable at those clocks / voltage (combo). Both my GTX460's and my laptops GT335m do the same thing if I push them too hard (my laptop will stay at low power 3d clocks until it is shut down and then restarted (a normal restart doesn't work)).
