your problem is your fan speed is set to 40% at idle so at load it will run like 80%. and at startup the fans ramp up high then should ramp down, but yours isnt. i can check your bios if you want to make sure it matches up with mine, older bios could cause this. just extract the bios using gpu-z zip the file/compress it and upload it.
EDIT my fan speed at idle is 13% and my temps are about the same
