Not necessarily. The E6400 has a higher multiplier. So, at the same FSB, the E6400 will have a faster clock speed.

For example, lets say the FSB is 400

E6300 - 400 * 7 = 2.8Ghz
E6400 - 400 * 8 = 3.2Ghz
