Yes, but they expel the air that they intake somewhere. My pre-built had the fan facing downwards, and no vent on top. I didn't see any place for the hot air to go, besides into the case.
This was in the 90's, and my parents bought it from a local shop. I knew jack shit about computers at that time, so I guess my local shop shouldn't have been building computers.
That is my one and only experience with a top mounted fan.
