The games that your friend plays are not really that intensive, any midrange system could play them. However, if he is planning on installing Windows Vista along side some Direct X 10 games extra consideration should be taken care of.
Below is my recommendation if he wants an AMD system.
Ram: 2GBs of ram
(1GB minimum)
Motherboard: any AM2 motherboard with
PCI-E
Processor: Athlon X2 4400+
(minimum, dual core is a must)
Graphics card: Radeon 1600 pro/XT 512mb
(this card is really cheap and can play all those games you listed on high settings. Its only a budget card so he will need to upgrade it to another budget Direct X 10 card begining of next year)
Hard disk drive: 400GB ( 320GB minimum)
- He wont run out of storage any time soon
CDROM: DVDRW Drive capable of burning Dual layer discs
