WIMPs are
Weakly
Interacting
Massive
Particles; which implies they're all floating around out there, and don't interact with normal matter or with each other much at all; so gravitationally coalescing into black holes is ruled out. Imagine large cluster spanning clouds of dark matter particles (WIMPs) gravitationally affecting the visible matter in a galaxy or cluster of galaxies.
