I used the Skyrim INI tweaker application from Skyimnexus.

Under advance it has threading values you can enable and a box for specifying the amount of threads for Havok.
Since I have an AMD FX6100 with 6 cores I set it to 6. The only other change I did as well was increase my Interior and Exterior Cell Buggers to 78/126 respectively. Also my UGrids is at 7.
I'm not sure what the default is for it though, I couldn't find it set in any .ini file. However after applying and checking for it again the INITweaker has added the following to my Skyrim.ini
[HAVOK]
iNumThreads=6
So you can try adding that for 6 cores or =4 for 4 cores.
