Rubbish. You obviously haven't a clue how pictures are generated on a monitor/TV. You really should just google it and learn for yourself. You'll see I'm dead right.
If the console animation is looking smooth, it's because it's rendering at 60fps. Depending on the game and what's happening in the game, at times the framerate may drop, giving rise to judder/doubling/strobing whatever the fuck you wanna call it.
