Quite a few of the bans do get discussed by the mods - if someone is obviously in the wrong, then I think most of the mods will give out infractions/ a shot ban. But if there is something when one of the mods isn't sure what to do, they have a discussion to decide on what's best. Normally if you speak to the mods and explain your case they will listen - even if that means going to a mod other than the one that banned you just so they can put in a good word.
