As for the Zalman CNPS9500AT, I think it's not the best for good OCs, especially when it comes to Core2 quad core CPUs. Buy yourself a Cooler Master Hyper 212 Evo or Plus, both should do better when it comes to CPU cooling. If you can, try also cooling down the Northbridge with a fan which could help.
For VID, you mean voltage range? it's 0.85 to 1.3625. As for the stepping it's C1, I think all Q9450's are C1, as is this.

I see you're thoughts are the same as mine on the CNPS9500AT. I think it would be great for early dual-cores and not overclocked chips. In that respects it's miles ahead of the stock cooler. I will check out those CM coolers as well. Thanks!
