I always choose repair as the first skill for all crew members, then when it's 100% complete i swap it for Brothers in Arms, then i choose repair again as the 2nd skill for all crew, when it's complete i swap it for:
Commander -> 5th sense
Gunner -> Deadeye
Driver -> Off-Road driving (it depends on the mobility of the TD)
Radio operator -> Situational awareness
Loader -> Safe stowage
