Without overclocking chances are you'll never reach anywhere near 70C. Most of the temperature increases come from the increased TDP (power limit/target) required for higher overclocking so leaving it at 100% will keep those temperatures at a minimum. These cards have a maximum operating temperature somewhere in the 90s I believe so even though Kepler cards throttle at 70C, it is a perfectly safe temperature to be at while gaming.
I am idling at 29-31 with 10% fan speed , while gaming i get up to 45-49 with 20% fan speed , only situation where i reached 69 was when i OC'd at 1180 and +100 on mem with a fan speed of 40% and while running heaven with everything maxed out! SO i guess i'm still on the safe side
