Using the resistors to run the fans on 7V is perfectly fine. In fact I am using 4x corsair SP120 fans on my H100 with the resistors for the past month. You will also notice that when the fans work with the resistors, changing the fan speed setting on the H100 block actually DOES increase/decrease the speed of a 3-pin fan! (probably because the fans are then more sensible to current or voltage change?)
