Probably Dell built in a system fuckup date into that PC so you have to go buy a new one
On a more serious note, it sounds like memory or a bad processor to me, although I'm to sure.

But to answer your question, yes you can. Try doing this:
If the folder with all the music stored is C:\music and you want to copy it to your ipod (you said it was G:\??)
Do THIS in the command prompt or when you boot from a MS-DOS disc:
xcopy C:\music G:\
