In my town in germany there are many private owned lans in certain cafes or beer garden  and they aren't expensive well only if you try to use them durng the cebit or while the expo was here 
and is it not dangerous for all the users? I would be rarelly concerned about security when it comes to public wifi. Even if i won't access my bank account there would be enought space to bother me with damaging my files or my laptop.
