IMO, the 7600GT should be good for medium settings alround at thevery least.
Also, don't forget, Oblivion is fast paced, but can still be runnign well at lower than normal fps. I used to get a minimum of 10fps, which lingered for a while, at that mark, outdoors and around people, but it was still playable.
Try some mods, there are plenty that can eek out extra performance from Oblivion.

I thought by using HDR it will bypass the vid card utilization a lil bit and throw some work to system processor, thus lessen the work for vid card? correct me if im wrong.
